Circumlocution is the act of using more words than necessary, often with the intent of being vague, evasive, or misleading.
For example, a politician might use circumlocution by giving a long and vague response to a question, in order to make it difficult for people to notice that the politician didn't actually answer the question.
When circumlocution is used fallaciously, you can call it out, ask questions that clarify the stance that it's hiding, or take it into account without responding to it directly.
To avoid using circumlocution unintentionally, consider whether you're so verbose that it's hard to understand you, and if so, find a way to state your points more concisely and clearly.
Circumlocution is sometimes reasonable, like when the extra words help soften a suggestion and make it more polite.
